The Riot MMO's Hub Cities Are Already Built: Piltover Has the Bank, Bilgewater Has the Bounty Board

What Makes a Hub City

Ask an MMO player where they actually spent their time and they will not name a raid. They will name a city. Orgrimmar and Stormwind in World of Warcraft, then Shattrath and Dalaran when expansions made neutral cities the meeting ground. Lion's Arch in Guild Wars 2, a port run by ex-pirates that became the game's living room. Limsa Lominsa in Final Fantasy XIV, another pirate harbor, permanently crowded a decade after launch. Hub cities are where an MMO stops being content and starts being a place.

The furniture list is boringly consistent: a bank, a market, a quest board, fast travel, and enough open plaza for a few hundred idle players to show off. Which is why it matters that Runeterra's canon has already painted every piece of that furniture as official art. This is not us squinting at a map. These exist today, in our universe galleries:

Our zone predictions deep dive argued the launch map is Demacia and Noxus, Piltover, Shurima, and Bilgewater, with everything else held for expansions. Take that map seriously and the hub question answers itself: five cities, five different jobs.

The Five Cities and Their Jobs

Five cities, five different jobs. Tap through:

The connector. Our zone predictions called Piltover's position flat out: “It acts as the essential bridge between northern Valoran and the southern landmass, making it a vital hub.” It is the one city the launch map cannot route around, the bridge between Valoran's empires and Shurima's sands. The canon built that role deliberately:

Piltover is also where the game's service infrastructure writes itself. The Ecliptic Vaults are canonically the safest bank in Runeterra. The Hexgates, straight out of Arcane, are hextech gateways built for instant transport. Banks, teleports, trade: Dalaran with a stock exchange. And for millions of Arcane viewers, this skyline is the one place in Runeterra they already recognize on sight.

Faction capital, the bright one. If the launch game has anything like factions, the Great City of Demacia is one of the two poles, the Stormwind of the pair. The official art already stages the civic theater a capital needs:

A petricite city that suppresses magic is also a smart place to park new players: the low-magic tutorial capital where the world's stakes get explained before the weird stuff starts. Browse the city on our Atlas.

Faction capital, the sharp one. The Immortal Bastion is the other pole, and it out-lores every capital in the genre. The official caption is an environment design document in one sentence:

It is said that it was constructed on the order of the dread revenant Mordekaiser, and parts of it have been razed and rebuilt over the centuries, such that there are layers to its streets, and some districts now lie below ground.

The rest of the kit is just as game-ready. Noxian architecture is “imposing structures, claustrophobic streets... and immense gateways”, and the empire's pitch to newcomers is the cleanest faction-recruitment fantasy Riot owns: “swear loyalty to Noxus and be judged solely on your worth”. The southern anchor. The launch map's southern continent needs a port of entry, and the canon has one with a skyline built for a login screen: Nashramae, northern Shurima's great city, where a rebuilt sun disc rises over the streets.

What makes it interesting as a hub is the tension already written into it. Northern Shurima's ports were “voluntarily assimilated” into Noxus, trading preferential commerce for protection. A hub city where two factions share the docks and nobody quite trusts the arrangement is better quest fuel than any neutral zone invented from scratch.

The main hub. The place everyone actually hangs out. Our zone predictions made the case before we did:

Its unique identity as a lawless hub where all factions can congregate fills a vital social and gameplay role that a city like Noxus or Demacia cannot.

Bilgewater functions better as a launch hub, a stepping stone to other adventures, and a place to foreshadow the Shadow Isles with events like the Harrowing.

Every long-lived MMO converges on a neutral port where all factions mix: Lion's Arch, Limsa Lominsa, Booty Bay grown up. Bilgewater is Riot's version, already characterized down to the daily loop. The bay promises that “visitors... become permanent residents”. Butcher's Bridge is where people “gather... to fight duels or exchange their illicit wares”, which is a dueling flag and a black-market auction house in one sentence of canon. And the bounty board is the best emergent-PvP hook the genre has been handed for free:

The closest you can get to laws and government in Bilgewater is the bounty board. Written on it are the names of the most wanted criminals of Bilgewater, ranked by how much would be paid for their heads. It is said that the reaver king Gangplank regularly added a silver serpent to his own bounty, as an open challenge to the entire city.

Add the Harrowing, the canon event where the Black Mist crosses from the Shadow Isles, and Bilgewater is also the launch game's seasonal-event stage, foreshadowing the first expansion from the middle of the social hub. Visit Bilgewater Harbor on our Atlas.

The design point: a hub city earns its crowd by having a job, not a skybox. Runeterra's canon already assigned the jobs. The five roles above are not our invention; they are quoted from art captions Riot published years ago. The MMO team's hub problem is not creation, it is selection.

And one wildcard we want on the record: the dormun. Canon has a village that walks the Endless Plain on the back of a colossal beast, complete with rope-lattice streets. No MMO has shipped a migrating hub city. If Riot wants the screenshot that sells the southern continent, it is a settlement that is somewhere new every week.
