Norra Was Thinking About Her Cat’s Dinner When the Door Shut
The yordle who does portalwork for a living went missing inside her own network, and canon never says she chose to go.
The yordle who makes portals for a living got lost inside her own doors. Her card says what she was doing at the time.
Norra’s worked quickly, thoughts of home in mind. Portalwork was notoriously tricky business, and she hadn’t even had her first cup of tea yet. But Norra loved a good puzzle, especially the type that found her hopelessly lost in pocket dimensions between space and time. She worked faster, thinking fondly of her cat, who would be worried and expecting dinner.

Our Bandle City entry finishes the sentence she never got to: the enchantress Norra “vanished from her cottage through a destroyed portal, leaving her cat Yuumi as Keeper of Book.” Destroyed, not opened. Something took the door out from under a specialist while she was standing in it.
That is a strange fact to find at the middle of the friendliest region in Runeterra, and it reframes the obvious question. What matters about Bandle City is not how you get in. It is who is operating the door when you do.
The Tree Was Standing Before Any Yordle Arrived, and the Doors Are Its Magic
Riot’s own region showcase says the tree grew before the yordles moved in, and that its fae magic is what opens the ways into Runeterra.

Long before the yordles called Bandle City home, there was only a tree. No one knows why, or when, but it grew to fill the space behind reality, unfurling its branches into the Spirit Realm until it had no clear beginning or end—it simply was, and had always been.

Its fae magic reached into Runeterra through swirling portals, granting safe passage to curious little beings who sought to learn more about the world beyond their own.

Granting is the load-bearing word there. The pathways are not yordle engineering. They are a very old tree’s magic reaching out, and the yordles are the beneficiaries.
That distinction decides everything downstream. Engineering gets inspected and repaired. A gift does not. Nobody in the city issued Norra’s pass, which is why nobody in the city could reissue it.
The Yordles Living Under It Cannot Agree Whether It Is a Beacon or a Warning
The landmark’s flavor text splits its own neighbors two ways, and the region’s lore admits that no two visiting mortals tell the same story.

Stretching an unknowable distance into the heavens above, The Bandle Tree is an impossible fixture at the heart of the city. Under its great, gnarled branches, some yordles see a beacon of hope and friendship while others see an ominous, riddle-filled monolith. All agree that to gaze upon the Bandle Tree is to glance into the soul of something very old and very powerful.

Half the town reads it as hope. Half reads it as a riddle they would rather leave shut. Nobody reads it as infrastructure they own.
Visitors do no better. Our Bandle City region lore opens by conceding that “opinions differ as to where exactly the home of the yordles is to be found,” and of the handful of mortals who claim to have walked in, it says flatly that “no two taletellers ever seem to agree on what they actually saw.”
Even the government is a running gag rather than an authority. The Bandle City Mayor card shrugs that “it’s unclear whether Bandle City ever really elected a mayor, but an enormous mustache would almost certainly be a prerequisite.” The region’s centerpiece is a disagreement, and its government is a joke about a mustache.

Where the place came from is another open file. Our Atlas entry for the Glade, a realm of raw primordial magic hidden deep in the spirit realm, records an account rather than a fact: it existed long before yordles came into the world, and it is said that Bandle City itself may have sprung from it. Exactly one yordle has ever found it, Lulu, and our Faerie entry says a glade only admits someone a faerie has invited.
So there is no office to petition, no surveyor’s map, and no agreed story about the thing the doors belong to. Which means nobody in Bandle City is in a position to guarantee a traveler a way back out, and canon keeps paying that bill.
Riot Already Built the Settlement for Travelers Who Never Got Back
A later Bandle City set opened Realm’s End, the place on the far side of the doors where travelers who could not retrace them ended up.

Riot did not leave that as a warning label on the door. It built the place on the other side of it. A later Bandle City set opened up Realm’s End, and the cards set there sort its population into two groups: the ones who took a door and could not retrace it, and the ones who now work that problem for a living.
Gaspar was the first yordle to arrive in Realm’s End. For many years, he wandered alone amidst the twisting paths and portals that all seemed to lead nowhere. Having decided that no one should ever have to do the same, he now helps other lost travelers find their way home.

Ashane’s card is the same story in a domestic key. She was blending tea when “an unfortunate blend of two leaves had put her into a deep sleep—she dreamed strange dreams about odd creatures and impossible structures, silhouetted against an endless horizon. But upon waking, she discovered it had been no dream at all.” She never traveled anywhere. The between came to her kitchen.

In a card game those read as charm. As the ambient dialogue of a hub NPC, they read as a service desk with a queue.
With Norra Gone, the Doorways Are Guarded by a Cat
Our Bandle City entry says what Yuumi is carrying and what happens to the doorways if it is ever taken off her.
Our Bandle City entry does not soften what Norra left behind. Yuumi became “Keeper of Book, whose thousand pages open onto the lines of magic between realms and whose capture could throw the doorways to Bandle City open to unsavory intruders.”
That is the region’s entire border policy. One cat, one book, and a stated failure condition if anyone takes the book off her.

Someone outside Bandle City worked out the loophole already. Targonians used the region as a safe deposit box precisely because nobody could navigate it.
The bandlewood seemed a perfect place to hide a Darkin weapon, they reasoned. Bandlewoods are, by their very nature, impossible to navigate, and the yordles would know to steer clear of such abject malevolence. But the Targonians failed to realize the efficacy of such strange magic, and the effects it would have over the local flora.

Our Deep in the Bandlewood gallery explains why that plan curdled. The magic of the spirit realm “occasionally ebbs back and forth around such places—known as bandlewoods—and affects the local flora and fauna in strange, unpredictable ways.”
Read those two sources together and the region has a written security model. It is unreadable by design, so it strands friends and conceals weapons with the same indifference, and it corrupts the ground around whatever gets buried in it.
The Landmark Only Wins the Game After It Has Seen All Ten Regions
The card’s own rule pays out at ten regions, and the one game that had to slot Bandle City into a ten-region release plan shipped it last.

A landmark that pays nothing until it has met every region in the world is not a starting town’s monument. It is the thing you get pointed at after you have already been everywhere else.
Riot has run this sequencing once already, in a different game. Bandle City was the tenth and final playable region added to Legends of Runeterra, in the Beyond the Bandlewood expansion in August 2021, and its defining mechanic was pairing with the other nine. The one game that has had to slot Bandle City into a ten-region release plan put it last, and built its keystone card around that number.

Bandle City ships tenth
The final region added to Legends of Runeterra.
None of which tells you anything about the MMO’s launch map, because nothing about it is on the record. Riot has said the game is set in Runeterra, has shown no gameplay, and has never named a launch zone. Our deep dive into zone predictions is a community model, not a leak, and the honest version of this comparison has a lot of blank cells in it.

What canon does hand a designer here is unusually finished. Bandle City comes with a hub settlement, a caretaker whose job is escorting the lost, a lost-and-found library, a named border-security failure state, and a landmark written as a completion bonus. Those are the shapes of an expansion, not a tutorial zone, the same way Milio reads as an Ixtal expansion preview rather than a launch healer.
